To create email accounts you must enter the Hosting Control Panel of your domain, with your username and password.
You will find there an "E-mail" menu and within it the menu option "Account manager" or "Manage accounts", list the existing email accounts and from this same option you can create new email accounts.
It's that simple, you can perform these tasks and others completely autonomously whenever you want and as many times as you need.
